SCDC Horizons LLC is a San Diego–based California single-member LLC owned and managed by Salvador Cardenas, a service-disabled veteran. We provide dependable, multi-discipline support services to California state agencies, the County and City of San Diego, Caltrans, and prime contractors seeking qualified disabled veteran and small business partners.
